SUMMARY RESETTLEMENT PLAN

A. Overview and Project Description

i. The Program, Himachal Pradesh Clean Energy Development Investment Program (HCEDIP) will be provided under a multi-tranche financing facility lending approach over a span of 5 years which will facilitate clean power generation, transmission, distribution, and sector reforms in HP with minimum adverse environmental and social impacts. This resettlement plan is prepared for the Sawra Kuddu sub project which is based on the detailed engineering design. According to the engineering design, it is assessed that there will be significant impact on land acquisition and resettlement and therefore a full Resettlement Plan (RP) is prepared for the Sawara kuddu sub project. Sawra Kuddu Hydro Electric sub project has been contemplated as a run-off-the-river schenme on Pabbar river in Shimla district of Himachal Pradesh.

ii. The RP contains the extent of impact caused by land acquisition due to construction of the sub project and spells out the compensation and rehabilitation of the Affected Households (AHs) and Affected Persons (APs). The RP is based on the detailed engineering design and has been prepared in due consultation with the stake holders especially the local people. Attempts have been made by the engineering team during the design stage to minimize land acquisition and resettlement by adopting mitigate measures, i.e., selection of adequate site having no settlement or land belonging to government which is free from any use. However, there will be land acquisition required for the sub project.

B. Impact on Land Acquisition and Resettlement

iii. There will be a total of 45.75 hectares of private land required for acquisition for Sawra Kuddu sub project. The executing Agency (EA) has already started the land acquisition process. Approximately 32 hectares of land has already been acquired and the compensation for land to the affected people has already been disbursed. The assessment of land and identification of affected persons for the remaining 12 hectares of land is in process for which section 4 and other relevant sections of the Land Acquisition Act, 1894 (LAA) have been initiated. The compensation amount for the remaining land has also been fixed by the EA through its designated Land Acquisition Officer (LAO) and the disbursement of money for the remaining land is due. The compensation is based on the market rate which is at replacement value. All the relevant departments like revenue and PWD etc are involved in fixing the replacement value of the losses. Therefore, the land acquisition process is in smooth progress.

iv. The total private land required for acquisition is 45.75 hectares which will be required for various components of the sub project activities such as construction of approach road, barrage site, tunneling and construction of staff colony etc. There will be 2 residential structures which will be affected .The total number of affected households due to the land acquisition is 165. A census survey was conducted to assess various impacts of the affected households. A sample socio-economic survey was also conducted to assess the socio-economic status of the APs and the project influence zone. There will be no adverse impact on indigenous people and on women. Summary of the land acquisition and resettlement impact is presented in Table 1
